Taiwan's Carriers and Government Dispute on New 4G Spectrum

TAIPEI , Taiwan - Taiwan is going to release the 2600MHz 4G spectrum license, however, Taiwan government and industry have different opinions on the technical specifications of the spectrum.

National Communications Commission (NCC) and the Ministry of Transportation has determined that the European specifications, using TDD (Time-Division Duplexing) and FDM (Frequency Division Multiplexing) hybrid system, but industry want to use full TDD system like U.S., and consistent with Japan and China.

Currently, there are two specifications of global 2600MHz spectrum. One is the EU regulation, use of hybrid technology with FDD and TDD , the spectrum is divided into three sections , front and rear sections are the required zone for FDD to pair frequency, the middle is TDD specification; the other is full TDD specification used by United States, Japan and China.

NCC said the main consideration of the use of EU specification is Technology neutrality, to allow operators to select the specifications they want. Full TDD system have the risk of compatibility in Europe, and FDD technology products are very popular in the world, application is very mature.

But this argument does not agree with carriers, carriers said , the bandwidth which being released by NCC is up to 190MHz, if adopted European specification, a district of 2600MHz band would be interfered by Japanese satellite television, must be separated, the area just in the FDD spectrum.

However, the FDD frequency needs to be sent in pairs. In order to avoid interference from Japanese satellite TV, will result in wasted bandwidth of 40MHz, plus some buffer spectrum, and actually only 140MHz bandwidth left. In addition, there will be idle part of the spectrum, thus carriers recommended to take the U.S. regulation.

Telecommunications equipment industry have called for that China is making every effort to promote the TDD technology, using U.S. specification to reduce the waste of spectrum, and the existing research on TDD easier to implement, and therefore proposes to expand the use of TDD bands, so that Taiwan companies have the opportunity to expand the market.
