TSMC's 18-inch Fab in Taichung Remains Waiting

TAIPEI, Taiwan - The expansion plan of Central Taiwan Science Park (CTSP) was overthrowed again yesterday, that led TSMC may change its factory-setting plan in Taichung. However, CTSP Bureau said that they will escort this case and make sure it would be aproved by EPA before the Lunar New Year, let TSMC’s plant can begin in March this year.

CTSP was planning to branch it territories in Tatu Mountains Taichung where is a division of old ammunition depot, for electrics companies to set factories including TSMC.
But Taiwan EPA Environmental Assessment Committee argue that Taichung already have incinerators, power plants and Science Park, that causes a lot of pollution. And the evaluation report of the expansion was incorrect, did not list the raw material data of CTSP phase I and phase II, which can not be assessed properly the emissions. They even questioned the CTSP underestimated health risk of chemicals.
Yesterday Assessment Committee made 12 health risks related issues, and asked CTSP to clarify these issues or they will deny this expansion and take legal action.
Kuo-yen Wei, Director of EPA, said, "CTSP need to reply these questions which posed by committee, and then we will convene another conference to review it."
Yong-Zhuang Wang, CTSP Bureau Director, said, "CTSP currently is racing with the time."
CTSP hope to reply these questions whithin one week. Yong-Zhuang Wang stressed that the department will make every effort to keep TSMC's 18-inch wafer fab in Taichung, or it will be a large loss of Taichung.
For now, TSMC still hopes to build a new plant in the CTSP, however, if the expansion is not be approved by EPA, TSMC will run the backup plan, turn to Tainan Science Park.
